Washington County Special Judge John Gerkin held a probable cause hearing Friday afternoon for Clay Edward Sumpter of Nowata, who was arrested for possession of methamphetamine with intent to distribute, possession of drug paraphernalia, possession of drug proceeds, and carrying an offensive weapon.  Bartlesville police conducted a traffic stop for improper tag display in the 100 block of North Seneca.  Sumpter was the passenger.  According to a court affidavit, officers searched Sumpter and found a knife, scales, and bags of meth.  The authorities also searched the suspect's wallet and found cash which they believed that Sumpter received from selling meth.  Reportedly, the police searched the vehicle and found in the passenger's side bags of meth.  Sumpter told officers that the drugs belonged to him.  Court records indicate that Sumpter has at least eight felony convictions.  His next court date is Tuesday, September 2nd when charges are expected to be filed.  Bond was set at $100,000.
