Clark Possibly Ineligible
One candidate for city council may not be eligible to run, according to the Bartlesville City Charter. After researching all the new candidates for city offices, it was discovered that Ward 3 candidate Prophet K. Clark has a felony conviction out of Tulsa County for possession of a controlled drug. According to the Bartlesville City Charter, “A (city) council member must have a record free of felony convictions.” In addition, after investigating Mr. Clark, it was discovered that Clark registered as a voter on the 22 of May, also disqualifying him for running in the Ward 3 seat. The charter states that you must be a voter in the city for six months prior to the election. With the election on the 4th of November this puts Clark 18 days out of eligibility. According to Oklahoma State Statutes, the election board cannot unilaterally disqualify a candidate. One of the candidates running against Clark must file a petition to remove Clark from the ballot by 5 PM Friday. At that point, a hearing would be held to determine the candidate's eligibility for election.
