A court-ordered reform to Oklahoma's child welfare system will be funded for the 2016 fiscal year according to Bartlesville Representative Earl Sears, despite the state's budget shortfall.

The Pinnacle Plan, which was created in 2012, is aimed at helping DHS improve services and outcomes for children in foster care and in the custody of the state. Oklahoma's budget deficit is about $611 million.
