Purchase Cards Approved and Tax Report Heard Monday

A sales tax report was given by Dewey City Manager Kevin Trease in Monday night's City Council meeting. The December sales tax came in at $57,510, the tobacco tax came in at $456 and the use tax came in at a total of $6,605.

 

Trease said the numbers were not great to see. He said this experience with municipal government is called "the rollercoaster" where one month the reports will be up and the next month the reports will be down. He said the December sales tax report was down 5-percent compared to the year prior. However, three more months are coming to the Council and Trease is hopeful they will see an increase in their sales tax.

 

The Dewey City Council would go on to approve a resolution to amend the Fiscal Year 2018-2019 Budget. By increasing miscellaneous revenues on top of other things, Trease said this will help make up for lost personnel in the police department.

 

One officer recently retired and another officer left the department before the retirement occured. Trease said the revenue before the increase approved Monday night was going to put the Dewey Police Department short of being able to hire officers to fill the vacant positions.

 

To further help with the budget situation, the Dewey City Council would approve a resolution to establish a purchasing card policy and procedures with Arvest Bank.  Mayor Tom Hays said this is something the City of Dewey has been looking at for several years now.

 

The purchasing card allows municipal and public works employees to have the purchasing cards. Trease said the City will get one-percent back on whatever purchases are made with the cards.

 

He said this will add accountability as well - this will allow them to be more efficient with their spending. For example, the Fire and Police Departments will use the cards at gas stations, meaning the Public Works Department will be the only one who will use the fuel tank at the Public Works Facility.

 

Dewey City Treasurer Cassie Hayes will have ultimate control of the system. She can give out the cards and limit what the cards can be used to purchase (i.e. gas, hotel/motel rooms, etc.). Also, Trease said if an item is over $250, City employees still have to have a purchase order.
