A Washington County man saw his $50,000 bond double to $100,000 after an outburst and physical altercation in jail while participating in a video court hearing on Friday.

45-year-old Bo Jake Skaggs, of rural Ochelata, appeared via video facing a felony charge of domestic abuse - assault and battery, and a misdemeanor charge of being in actual physical control of a vehicle while under the influence.

According to an affidavit, Washington County Sheriff's deputies responded to an assault call on Sunday, June 8 on West 2350 Drive near Ochelata. Skaggs allegedly gave the victim a black eye, waved a chain and axe and threatened to kill the victim. Skaggs had reportedly just been released from a rehabilitation program, but was not at the residence when deputies arrived. Later, the alleged victim in the case recanted that Skaggs had given them a black eye and said Skaggs deserves another chance since he was just released from rehab.

A warrant for Skaggs' arrest was issued.

Four days later on Thursday, June 12, Bartlesville police responded to the 1100 block of Frank Phillips Boulevard to a request for assistance from medics on scene. When officers arrived, they found Skaggs passed out behind the wheel of a vehicle that was still running, but parked in a parking lot.

Skaggs woke up and failed several field sobriety tests. He was arrested and charged with actual physical control.

During his video court appearance Friday, Skaggs initially received a $50,000 bond on both charges, but then became verbally combative causing ther deputies to mute the microphone. Skaggs was escorted out of the video court room in the jail and became physically combative with deputies.

Judge Kyra Franks doubled Skaggs' bond to $100,000 after a recommendation from the district attorney's office. Skaggs is scheduled to appear in court again on July 11 at 9 a.m.

Skaggs has an extensive criminal record in Washington, Osage and Pottawatomie counties.
