A Fairfax man drowned early Saturday after he was found face down in the water near a rural stretch of OK-18, about a half mile west of Remington Road.

The Oklahoma Highway Patrol said Theodore Scott Smith, 61, was walking down an embankment around 1:20 a.m. when, for an unknown reason, he ended up in the water. Smith was not wearing a personal flotation device, according to the report.

The weather was clear at the time of the incident.

Trooper Josh Kelle of the Kay County detachment of Troop K is leading the investigation. He was assisted by the Osage County Sheriff's Department, Fairfax Police Department, Osage Nation Police Department, Fairfax EMS, and the Fairfax Fire Department.

Authorities have not released further details as the investigation continues.
