Pawhuska Council Appoints Carol Jones as City Manager

The Pawhuska City Council on July 8th accepted Jerry Eubanks’ resignation as city manager and unanimously appointed Carol Jones to replace him. Eubanks was then named utility superintendent, a condition tied to his resignation, which also included a payout for unused vacation and canceled his previous contract extension.
Eubanks is a convicted felon, after pleading no contest to three charges of embezzlement, obtaining property by trick or deception, and conspiracy in Kay County. He made the plea in December 2024 and is serving a five-year suspended sentence.
The case dates back to 2022 working for the city of Blackwell. Eubanks also has a pending felony embezzlement case in Major County. His next court date in that case is July 21
Jones previously worked as assistant city manager before resigning in 2024. Mayor Tolson said her appointment is short-term, with a $75,000 salary and benefits.
