Kansas Man Charged with Three Protective Orders This Month

An Independence man was seen in Washington County Court Monday on three new felony charges and two previous misdemeanor charges of violating a protective order. Kyler Dowell has been charged three times this month with violating a protective order against the same victim.

According to an affidavit, on June 4th Dowell called the victim around 9 p.m. and came in contact with her for a five-minute phone call. Later that evening at 12:30 a.m., it was called in that a “prowler” was trying to break into a home on the 1300 block of S. Rockdale Rd.  

Three days later, Dowell allegedly called the victim from the Montgomery County Jail and left her a voicemail. Dowell has a protective order against him which prohibits him from contacting the alleged victim. Including the 2024 charges, Dowell has been charged with violating a protective order six times since 2022.

Dowell was given a $25,000 aggregate bond for all cases.
