Two Copan Residents Facing Kidnapping Charges
Nathan Thompson
Two Copan residents are in the Washington County Jail facing charges of kidnapping.
36-year-old Kevin Michael Hobby and 32-year-old Samantha Lackey are accused of taking a child Lackey was babysitting on Saturday across state lines without permission.
According to a probable cause affidavit, the victim's mother was allowing Lackey to watch the child while the mother was working. The mother alleges she and Lackey were not getting along in recent days and that Lackey sent a text message to the mother stating she was going to kick the mother out of the home.

The victim's mother says she was going to arrange a law enforcement standby so that she could retrieve her belongings and get her child. However, Lackey allegedly told the mother they were not at home and was with her boyfriend, Hobby, and the child in Kansas.
The victim's mother says she did not give Lackey and Hobby permission to be out of state with the child and that they would not give her an address for her to pick up the child. The victim's mother alleges Lackey and Hobby then began declining her phone calls.
After several hours passed, the Washington County Sheriff's Office requested an Amber Alert be issued for the child. The Oklahoma Highway Patrol pinged Lackey and Hobby's cell phones, showing their location was back at a residence in Copan.
Deputies arrived at the residence and arrested Lackey and Hobby on kidnapping charges. The child was reunited with their mother.
Hobby is being held on a $50,000 bond on state charges of kidnapping. Lackey is a tribal citizen and is being held pending federal charges. Hobby's next court date is May 31.
