BPD Officer Cleared in July 5 Fatal Shooting

A Bartlesville police officer has been cleared in a July fatal shooting.

According to a news release Tuesday evening, the Bartlesville Police Department was notified by District Attorney Will Drake and the Oklahoma State Bureau of Investigation that a July 5 police shooting in east Bartlesville, which resulted in the death of 24-year-old Ricky Franks, was justified.

At approximately 1 a.m. July 5, a BPD officer was flagged down near the area of Silver Lake Road and Adams Boulevard by a person who reported a potentially suicidal individual was in a residence in the 1500 block of Madison Boulevard. The reporting person told the officer a family member was in the residence with Franks.

Officers responded to the residence and after several hours of negotiation, events transpired where a BPD officer fired three shots at Franks. He later died of his injuries.

The officer was placed on paid administrative leave and the OSBI was called to investigate the shooting.

Following the investigation, the OSBI determined the officer was justified in the shooting. The Bartlesville Police Department says the officer has been reinstated from paid leave and is back on full duty.
