House Bill 1965 is still moving forward, passing in the House on Wednesday by a 85-7 vote. The measure, creating a texting while driving ban, received amendments in the Senate and was passed by a 38-6 vote earlier this month. Two amendments added by the State Senate reduced a $150 offense to $100 and made texting while driving a primary offense. The bill is named for two state troopers, Nicholas Dees, who was killed in January by a driver that was texting while driving and trooper Keith Burch, who was severely injured in that same accident. House Bill 1965 heads to the Governor's desk for signature. If signed into law, the bill goes into effect on November 1st
