The Bartlesville City Council spent most of their meeting Monday evening to get information on a proposal for the creation of TIF District number nine.  The area is located north of Nowata Road and west of Bison Road between 16 to 17 acres of land.  The proposed project would be called Bison Trail Apartments.  TIF Counsel Nate Ellis explained the finances.  After much discussion and a public hearing, the city council approved a resolution adopting recommendations to form TIF District number nine.  No one participated in the public hearing.  Another public hearing is scheduled for the July 21st city council meeting.  The project will be divided into two phases.  The first phase is anticipated to be completed by 2015 and phase two to be completed by 2016.  Ellis told the city council that the TIF is expected to last 13 years.
