Many voices were heard at Monday night’s Bartlesville City Council meeting. The second required public hearing for TIF district No.12 or what is commonly referred to as the Wellington Hillcrest Retirement Community.

Frank Rees the project’s lead developer appeared to have smoothed over many of the concerns from the residents of Lincoln Road. The road will not be open to the community but will only serve as access road for emergency vehicles.

The tone from the public appeared to change at this second hearing. Chris Hester, a Bartlesville resident and real estate agent has confidence in Rees and the investment he is putting in the community.

Ted Lockin, a former city councilman spoke in support of the project as well. Lockin suggested that competition is natural between businesses.

The main opposition came from representatives from other senior care facilities. Lori Roll, a concerned citizen who has experience working in senior care also spoke out against the project. Roll’s concerns are about the economic development involved.

Although no action was required with this topic mayor Dale Copeland urged both the City Planning Commission and the TIF Review Committee to reconvene due to new information being brought forward by the developers.
