Work has stopped on the Bartlesville Public Safety Complex after one of the construction companies that bid on the project filed suit. The Bartlesville City Council awarded the bid to Crossland Construction in December for $5.86 million dollars. Seven bids were received, but Crossland Construction wasn't the low bidder. City Attorney Jerry Maddux said the rules to award the bid were followed.

The difference was the time table for construction. Crossland was the only bid that mentioned that it would take 240 days to complete. Phil Hoey, co-owner of Hoey Construction, filed a suit for a temporary restraining order and for a temporary injunction on January 15, 2016. The case is on the Civil Daily Docket on February 24 at 9:30 A.M.
